First of all, a minority report was made from

our committee. We gave a full-dress report on this matter.

At that time we lost by 22 votes.

Now, any time you lose by only 22 votes against

something you have had in your Constitution for years

and years, it is evident that people would like to do

11

something about it, and since we have had this hearing,

12

we have seen in the Baltimore Sun papers and many of the

13

papers, support of the same thing that we are asking you,

14

which is merely to leave it out of the Constitution.

I do sincerely hope that you will find that it

16

will be to the great advantage of your State not to include

17

this in your Constitution.
