have certain power, and one of those powers when there is

no ban on the Constitution, is the right on their part to

proceed with lotteries on their own, and all I can tell

5

you is with that kind of proliferation almost anything

6

can happen in Maryland.

Now, lotteries are a sad way to try to raise

8

money. It has its worst effect on the poor. And I don't

9

smile when people say to me, "Oh, well, so far as we

10

are concerned it will take some of the skimming off the top

11

of the numbers racket," and all that experience has shown

12

is that the lotteries run side by side, the numbers rackets

13

flourish, and the poor get bulked that much worse."

I urge you to keep in our Constitution this ban

on lotteries, to the extent that it will make it impossible

to offer this pie in the sky to the poor in the hope that that

will ease their tax burden, when it will do nothing of the
