Legislature. The farmers on the Hastern Shore say you either

protect us or we will have to go out of the farming

you don't protect us, we will have to sell it to these land
|
|

speculators.

We think the way to do it is to do just these

things: One, you have the classification. It must be

agricultural. Secondly, the details must be set by the
|
|

General Assembly and then, thirdly, when the questions arise ,

the courts will determine the bona fideness of the

|

interpretation by the administrative agency and the result
