DELEGATE JAMES: I have been working without

benefit of a proper copy but it seems to me, I may be

subject to correction on this, if the time within which

14

the convention is to be called is changed from one year to

15

two years, then the time when the General Assembly shall

16

provide for the calling of the convention should be really

17

not the next regular session but the second regular

18

session after the decision of the voters is made. I

think some amendment to effect this change should be in

20
