Beside the petition, the geographical spread required would

I might add, further, that had this kind of

constitutional procedure been in the 1867 constitution

we would not have had to wait until 1967 to get a convention

for once the Attorney General's opinion had been expressed

in 1930, it would have been possible for the people of

the state to initiate a petition and get a convention

at a much earlier date.

While it is true that only Judge Sherbow and I

would have been members of that convention from among the

present Delegates, even so we would have had a convention

some 30 years sooner.

In other areas of the country this kind of

constitutional initiative has proved particularly

successful, in some places. I am not unaware that there

are situations in which it has not done so well, and
