of the amendment? Delegate Kirkland, did you have an

amendment to the amendment to submit?
5
DELEGATE KIRKLAND: The next one.
6
THE CHAIRMAN: Delegate Key, do you desire to
7
speak in favor of the amendment?
8
DELEGATE KEY: Yes.
9
THE CHAIRMAN: You may proceed.
10
DELEGATE KEY: Mr. Chairman and fellow delegates,
11
I would like to set the record straight a little bit. I
12
think I have enough children in the school system to make
13
up for all of the other members on the Minority Report,
14
and to go a step further, I think my children are more
15
dependent on this public school system than anybody else's
16
children in this room, defying any of. you to say otherwise.
17
There are three things that a parent wants to give his
18
children: financial security, a good education, and social
19
contacts. My kids have two strikes against them. I ain't
20
got no money, and I don't have any social background, and
21
I am dependent on you to give them a good education.
