tendent, and therefore, I would urge the Convention, the

Committee to vote against the particular amendment, even

though it doesn't appropriate the reference to the board
|
|

and suggest further that the debate could be limited to
|
|

|
more specific issues in Section 4.

I also would like to comment on the question of

|

|
draftsmanship. It would seem to me more appropriate that
|
|

|
Section I would be a general statement of educational
|
|
14
|
policy throughout the State, and that Sections 4 and 5
|
|

|
would be held to more specific areas; and for that reason,
|
|
16
|
draftsmanship and on the substantive questions presented,
|
|
17
|
I would respectfully urge the Committee to reject this
|
|

|
amendment .
