The reason basically for this is when the

Minority Report was written, the Executive Article had

5

not been fully debated and completed on the Floor. You

4

will recall that there were Floor amendments on this very

5

point, and the subject was more or less deferred until we

6

reached GP-6. Because of the open nature of the Executive

7

Article, this language was added to make it clear that

8

the head of the principal department, the Executive Branch

9

in education will be a board appointed by the governor.

THE CHAIRMAN: Delegate Mitchell.

DELEGATE MITCHELL: Delegate Lord, did your

12

Minority consider the fact that in many areas of the State

13

essential educational services such as vocational

14

training, training for physically and mentally handicapped

15

children, health services for the pupils and library

16

facilities are absent?

17

DELEGATE LORD: Delegate Mitchell, the Majority

18

and the Minority considered this in that two witnesses

19

from a group, I believe it was in Prince Georges County,

20

that worked with handicapped children did appear. They

21

did not bring any specific recommendations to the Committee,
