It says "The public community colleges by whatever name

they may be hereafter known shall be controlled by local
|
|

boards in accordance with law, and shall be under the
|

general supervision of a State board. The local board
|
|

of trustees shall have general supervision over local
|
|
7
|
institutions and control and direction of all expenditures
|
|

|
from the institutions' fund."

This is the same autonomy that has been given

to the other two branches of the State system of higher
|
|

|
education. It is just plainly unjustified at this point,
|
|

|
not only is there a legislative council bill to be reported
|
|
13
|
out in the next session of the General Assembly favoring
|
|
14
|
the creation of a Statewide, more or less coordinating
|
|
15
|
board for higher education, and certainly this board if it
|
|
16
|
was created might, after a period of years, be able to
|
|
17
|
make a case for some sort of a statutory autonomy; but
|
|
18
|
with the rapidly expanding system as it is, no one really
|
|
19
|
knows what the course will be.
