I am delighted that the Majority in its presen-

2

tation emphasized so strongly this booklet entitled The

3

Efficiency of Freedom by the prestigious Eisenhower Com-

4

mittee in 1959. For one, the Minority and the Majority

5

are in complete agreement because we both seem to agree

6

that this is the signal treatise, if you will,- on this

7

subject; and I think maybe a few words on the subject of

8

autonomy are necessary before I begin.

There are three branches of higher education

10

in Maryland, the University, State colleges and community

11

colleges. By statute in 1952, the University of Maryland

12

received statutory autonomy. This means that they must

13

present the case to ghe legislature to justify the total

14

budget of the University. Cuts are made, usually 1 or 2

15

or 3 per cent of the budget is cut by the legislature.

16

When this budget passes, the University remains in complete

17

control of this budget and how the money is used. It

18

may forget the barriers that have been placed in the

19

budget and the earmark uses of the fund and may use the

20

money as it sees fit. It may create new programs, it may

21

abolish old programs, it may shift the budget, as I say,
