DELEGATE JAMES: Carrying that further, Dele-

gate Wheatley, I understand that at the present time

5

there is being considered a real possibility that the

6

State will take over the pension system for Baltimore City

7

employees. They now have a separate pension system which

8

is relatively costly and it is felt that the State would

9

do well to at least get into this field.

Now, if the State set up a uniform system of

11

pensions which would in effect deprive Baltimore City of

12

the pension field, do you think this would require a

13

referendum?

DELEGATE CLARK: Delegate Wheatley.

DELEGATE WHEATLEY: I am glad you asked that

16

question because this gives me an opportunity to state

17

this is another determination — I would say no. At this

18

point, one point must be made clear in the minds of the

19

majority. We do believe that education is unique in

20

many respects, not comparable to State roads or Department

21

of Motor Vehicles or pension welfare. From these stand-
