that the local school system as provided in this section

could be regulated by law and again without knowing all of

the local refinements of the local government law as pro-

posed would be subject to referendum in those subdivisions

affected. If it would be state-wide in nature it would

|

be subject to a state-wide referendum. If it would affect
|
|

|
the local subdivision, it would be subject to a referendum
|
|

|
in that subdivision alone. The point you raise and one
|
|

|
that troubled the committee greatly in making this excep-
|
|
11
|
tion for Baltimore City we have in effect put them out of
|
|
12
|
step with the other 23 subdivisions, but I do think their
|
|
13
|
board having predated many of the local boards in the
|
|
14
|
county should be given and accorded the recognition which
|
|
15
|
would allow it to continue without constitutional mandate
|
|
16
|
and at such time as it would, be desirable to make one
|
|
17
|
system, and I certainly wouldn't want to do it because I
|
|
18
|
think local subdivisions should have some flexibility.
