broadest concept. We certainly refer in this instance to

the concepts that would be in local as well as in the regu-

lations which would be of a state-wide nature. We are

changing nothing which is existing. We are merely reaffirm--
|

ing it. So if there was a local charter or whatever you

might call it, I don't know what it will be ultimately, I

assume it would be the charter, we would certainly want the

local subdivision to be able to control its local higher
|

educational institutions as well as its primary institu-
