DELEGATE CLARK: Delegate Wheatley.

DELEGATE WHEATLEY: This question can best be

answered by saying we believe the existing balance between

4

state and local boards should be continued. The local

5

board should be given the widest latitude in initiating

6

programs and planning activities within that subdivision

7

and that the state boards should be responsible for seeing

8

that all subdivisions maintain those standards which are

9

considered to be inimicable to the best interests of the

10

education of all. It would be a positive allowance and if

11

the language if not clear, certainly we would have no

12

objection to making it so, that the local boards are

13

certainly in control subject to the normal state-wide

14

limitations that are imposed.

DELEGATE CLARK: Delegate Bard.

DELEGATE BARD: Delegate Wheatley, I hope you have

17

the right answer on this one which would be yes. (Laughter.)

Are you saying that the school funds of the State shall be

19

kept inviolate? You are willing to let this thing go out?
