DELEGATE JOHNSON. If amendment No. 24 is

adopted, would I be correct in assuming that it would be open

3

to amendment until such time as the Committee of the Whole

4

reports to the convention with respect to its final action

5

on RSP-1 and RSP-2?

THE CHAIRMAN.: The Committee of the Whole has

7

already reported to the convention with respect to

8

committee recommendation RSP-1. The Chair would intend

9

that the Committee of the Whole report to the convention

10

with respect to R&P-2 as soon as we conclude consideration.

11

Subject to those comments, your statement is

12

correct, the section would be open to further amendment,

13

assuming, of course, that the amendment was proper.

I don't know what you have in .mind as to amendment

15

If you are talking about the amendment to the amendment

16

24, or the assumption that it is adopted, I would

17

suggest to you that the only proper amendment would be b y

18

way of the addition to other language. If amendment 24

19

is rejected, then until we have acted with respect to

20

RSP-2, you could have amendment to propose another

21

section. Whether it would be in order, I can't say without
