DELEGATE MARVIN SMITH: It is with extreme

reluctance that I rise to oppose Delegate Willoner, for whom

I have acquired great affection in the last few months.

This is the most dangerous amendment that has

|

|
come to the floor of the convention. This is a shotgun
|
|

|
approach. It says all ex cept, all records shall be open
|
|

|
to the people except as may be prescribed by law. It
|
|

|
places on the general assembly the responsibility of
|
|
13
|
carefully combing, and no matter how carefully it may comb,
|
|
14
|
in spite of sin, it will miss something and then that
|
|
15
|
something will be opened to public inspection.

I und erstand the word "record" has been defined.
|
|

I submit to you it will be defined and redefined more, and
|
|

|
in the process of redef ination, yet other problems will
|
|

|
arise.

Let me point out to you, Mr. Chairman , that even

the proposal submitted here in support of amendment 24 fails
