first time in a governmental action other than balloting.

Others are experienced. I would like to know everything

that goes on. I have had experience in this Convention,

4

and my experience here has shown me that there are some

5

meetings that cannot and should npt be opened because

6

they can be misinterpreted if people can only listen to

7

a portion or part when they are there.

I would suggest, instead of taking amendment

9

24, which opens everything and which will force the

10

general assembly in which we must have confidence,

11

we must have confidence in them, instead of forcing then

12

to issue by statute hoards of "do not", we do have, according

13

to the Maryland code, obviously many open meetings, and we

14

will continue to.

15

I am sure in the integrity of the general

16

assembly they will open more and more. But we must do

17

it through the positive, not the negative. Let us do

18

it as it benefits the people.

Amendment 24 does not delete, from what I under-

20

stand of those who are knowledgable , it does not delete the

21

rights that we already have. It will give us the others
