what the New York Constitution said: "Records of the

state local governments, public authorities and other

public corporations and all departments, agencies and

4

instrumentalities thereof, including those created

5

pursuant to an agreement on compact with another state

6

or foreign power, shall be public records open to

7

inspection to the extent and in the manner provided by

8

law."

Now, I will have an amendment for you which will

10

probably say exactly the same thing, and legitimize this

11

thing that we are talking about. But let me go on and

12

tell you: By the very recommendation No. C, the report

13

says the right to information extends to the -legislative,

14

executive and judicial branches of government.
