We all got into this program in October with

5

a great deal of enthusiasm. Delegate Hostetter brought

6

from Washington a group of experts who were prepared to

7

tell us how this thing was such a wonderful plan. In the

8

first place, we produced Congressman Rumsfeld of Illinois, and

9

the first thing he said was this: "I have been advised by

10

the Legislative Reference Service of the Library of

11

Congress that there are no state constitutional provisions

12

in this area in any of the 50 states." So you will be

13

making new law if you put this in.

Delegate Maurer has suggested that New York did

15

a fine, beautiful thing. You know what happened to the

16

New York Constitution.

Just let me tell you what the New York

18

provision was, and maybe you will see the great difference

19

between what is now proposed and what the New York

20

Constitution proposed, and Delegate Winslow picked it up

21

right away. He said this thing is backwards. Here is
