of art which refers to the court, and it only refers to

the formal proceedings, that is, the proceedings in court;

Essentially it is almost a term of limitation. But the

intent is to provide this area of public information and to
|
|

broaden it, but because there is some concern about
|
|

|
deliberations of the court, this word "proceedings" refers

to the formal aspects of it, not to the deliberative
|
|
11
|
process.

"Meetings" has been interpreted and, despite

very broad statutory language, the courts have been quite
|

restrictive. A meeting was defined to include only

gatherings where members sit as a joint body at an

|
California case, Adler versus the City Council.

this provision, if they would construe it as broadly as
