DELEGATE JOHNSON: Mr. Presiden t, I won't go

into detail at this point, but at least one of the reasons

for making the motion to reconsider was because of the large

4

number of delegates that were absent or late when we took up

5

this item immediately following the dinner hour the other

6

evening, so if it were possible I would suggest that the

7

Chair would be able to give some advance notice when this

8

matter will come up again so we could have as many delegates

9

as possible.

THE PRESIDENT: The motion for reconsideration

is the only one permitted in the rules, except for the

12

special permission in the rules, so for that reason the

Chair would desire to have as many delegates present as

14

possible.
