So the question upon its adoption was decided in the
affirmative.

Mr. Chambers moved to suspend the rules to enable him to
submit an amendment:

The question being on the adoption of the motion,
Mr. Chambers demanded the yeas and nays;
The demand being sustained,

him to move to strike ont the 2nd section;
