Mr. Brown, moved to amend said substitute by adding at the
end thereof the following proviso
"Provided, that the pay of said officers shall commence frorrz
the day of their appointment if they were present and ready to
enter upon the duties of their respective offices, but if not present,
then from the day they have or may present themselves here ready
for duty."
