The question then recurred upon the adoption of the amend
ment as amended.
After debate thereon,
Mr. Stephenson, moved the previous question, that is
‘‘Shall the main question be now put?"
Mr. Chambers, of Kent, moved the question be taken by yeas
and nays and being ordered, appeared as follows:

So the Convention sustained the previous question.
The question was then put,
"Will the Convention accept the substitute as offered by Mr.
Thomas, for the 5th section of the report, and amended on the
mot ion of Mr. Bowie?"
Mr. McMaster, moved the question be taken by yeas and nays,
and being ordered appeared as follows

Dickinson, McCullough, Bowie, Bowling, Thomas, Shriver,

So the Convention refused to accept the substitute.
