So the Convention refused to accept the substitute.
The question again recurred upon the adoption of the amend
ment as offered by Mr. John Newcomer;
Mr. Chambers of Kent, moved to amend said amendment by
striking out in the seventh line, these words, "the same number of
delegates as the county which shall be entitled to the largest repre
sentation," and inserting in lieu thereof "eight;"
Mr. Chambers, of Kent, moved the question be taken by yeas
and nays, and being ordered appeared as follows:
