The question then recurred upon the amendment as offered by
Mr. George, as the 21st section of the report.
Mr. Spencer, moved to amend said amendment by striking out
all from the word "dollars,'' in the 9th line to the word "but," in -
the 13th line, and inserting in lieu thereof the following:
"But the Legislature shall not contract any debt for the
use of individuals, associations or corporations, except for public
schools, and then only to the extent and in the manner that may
be provided for in this constitution;"
Mr. Brown moved the previous question, that is:
"Shall the main question be now put?" and it was
