So it was determined in the affirmative. bill? The yeas and nays being required, appeared as follow: Mr. Thomas, president, Mr. Dennis, Mr. Dorsey, Mr. Hindman and Mr. Hemsley. 5. N E G A T I V E. Mr. Carroll, Mr. Ridgely and Mr. McMechen. 3. So it was determined in the affirmative. THE senate have agreed to recede from their last amendment to the bill, entitled, An act to aid and revive the proceedings of the court of appeals. By order, A. VAN-HORN, clk. P O S T M E R I D I E M. The senate met.. We do not think your resolution of this day sufficiently explicit; a mere suspension of former appropriations may not be deemed by the treasurer a sufficient authority to apply the sum of nine thousand two hundred and seventy-six pounds nine shillings and eleven-pence to the several uses specified and appropriated by acts and resolves of the present session, therefore; to remove all doubt from the officer, we will pass both resolutions on this subject, provided the following words be added to your resolve of this day, " and the said sum shall be liable to the appropriations made for the present year." By order, A. VAN-HORN, clk. The clerk of the house of delegates delivers the engrossed bills number 1 to 79, inclusive, except numbers 15, 16, 22, 25, 46, 47, 53, 65, 67, 68, 69, 74, 75, 80 and 83, with the paper bills thereof; which engrossed bills were severally thus endorsed; " By the house of delegates, " January 3, 1800: Read and assented to. " By order, W. HARWOOD, clk." The clerk of the house of delegates delivers to the clerk of the senate a bill, entitled, An act for the payment of the journal of accounts, thus endorsed; " By the house of delegates, January " 3, 1800: Read the first and second time by especial order and will pass. " By order, W. HARWOOD, clk." And the journal of accounts, thus endorsed; " By the house of delegates, January 3, 1800: " Read the first and second time by especial order and assented to. " By order, W. HARWOOD, clk." And also the following resolution: due for services on board the barges, the redemption of the emissions of June, one thousand seven hundred and eighty, and the payment of certificates issued by this state, amounting in the whole to nine thousand two hundred and seventy-six pounds nine shillings and eleven-pence, be and the same are hereby suspended until the first day of January, one thousand eight hundred and one, and the said sum shall be liable to the appropriations made for the present year. By order, W. HARWOOD, clk. Which bill and journal were read and ordered to lie on the table, and the resolution read the first and second time by especial order and assented to. The senate then took up the reconsideration of the resolution respecting the treasurer of the western shore, and assented thereto. |
