enclosing an account of monies received in his office for taxes, and paid to the treasurer, for one
year, ending the second day of last month, with the treasurer's receipts therefor, and stating, that
he had examined with the original certificates one of the records mentioned in a resolution of last
session, and that by a mistake in the said resolution he was prevented from proceeding in the examination
as directed by the said resolution; which was read and referred to the consideration of
the house of delegates.
    The clerk of the house of delegates delivers to the clerk of the senate the following message:

By the HOUSE of DELEGATES, November 18, 1799.
        GENTLEMEN OF THE SENATE,
    WE have received your message, and are ready to proceed in the election of a governor as
proposed by you.  We have appointed Mr. Matthew Tilghman and Mr. John Thomas to join
the gentlemen named by you in the examination of the ballots.  No person is nominated by this
house in addition to the gentlemen named by you.
                                                        By order,                                W.  HARWOOD, clk.
Which was read.
    The senate, having previously qualified agreeably to the constitution and form of government,
proceeded to the election of a governor; the ballot box being prepared, the ballots were deposited
therein, sealed up, and delivered to the committee of the senate appointed to meet the
committee of the house of delegates, who retired to the conference room, and after the examination
of the ballots returned and reported, that the honourable Benjamin Ogle, Esquire, is unanimously 
elected.
    Whereupon it is declared in the senate, that the honourable Benjamin Ogle, Esquire, is unanimously
elected governor of the state of Maryland.
    The clerk of the house of delegates delivers to the clerk of the senate the following message:
By the HOUSE of DELEGATES, November 18, 1799.
        GENTLEMEN OF THE SENATE,
    WE are desirous of appointing a council to the governor as early as the forms of business will
permit, and therefore propose to go into the election this day, at two o'clock.  Messieurs William
Kilty, Thomas Buchanan, Arthur Shaaff, Jonathan R. Wilmer, John Davidson, James
Thomas, John Johnson, John B. Onion, John Gibson, Thomas Whittington, James Brice and
Richard A. Contee, are put in nomination by this house.  We have appointed Mr. Philip B.
Key and Mr. Charles Frazier, in conjunction with such gentlemen has shall be nominated by you,
to examine the ballots.
                                                            By order,                            W.  HARWOOD, clk.
Which was read.
    The following message was prepared, read, and agreed to.
By the SENATE, November 18, 1799.
        GENTLEMEN,
    WE agreed to proceed to the election of a council to the governor at the time mentioned in
your message.  David McMechen and William Hindman, Esquires, are appointed by this house
to join the gentlemen mentioned by you in the examination of the ballots.  No gentlemen is put
in nomination by the house in addition to those proposed by you.

    The following message was prepared, read, agreed to, and, with the message next before mentioned,
and the letter from John Callahan, was sent to the house of delegates by the clerk.
By the SENATE, November 18, 1799.
        GENTLEMEN,
    THE joint committee of both houses having reported that the honourable Benjamin Ogle,
Esquire, is elected governor, we think proper to notify the same to him, and request his attendance
in the senate room to qualify agreeably to law, and have appointed Charles Ridgely, of
Hampton, and William Hindman, Esquires, to join any members of your house for that purpose.
                                                                By order,                            A.  VAN-HORN, clk.
    The clerk of the house of delegates delivers to the clerk of the senate the following message:
By the HOUSE of DELEGATES, November 18, 1799.
        GENTLEMEN OF THE SENATE,
    WE have appointed Mr. Allen B. Duckett and Mr. Philip Thomas to join the gentlemen
named by you to wait on the governor elect for the purpose of requesting his attendance in the
senate room to qualify agreeably to the constitution and form of government of this state.
                                                                By order,                            W.  HARWOOD, clk.
Which was read.
    The honourable Benjamin Ogle, Esquire, attending in the senate room, ORDERED, That 
Charles Carroll, of Carrollton, and John Campbell, Esquires, inform the house of delegates that
the honourable Benjamin Ogle, Esquire, the governor elect, is attending in the senate room to
qualify as governor of the state of Maryland, and request their attendance.
    The speaker, attended by the members of the house of delegates, appeared in the senate room,
and the honourable Benjamin Ogle, Esquire, qualified as governor, before the president of the
senate, in the presence of both houses, by taking the oaths directed by the constitution and form
of government, the oath of office prescribed by law, and by taking an oath to support the constitution
of the United States, and also by subscribing a declaration of his belief in the christian
religion.
