VOTES and PROCEEDINGS, November, 1799.
The clerk of the house of delegates returns the bill,
entitled, An act for the benefit of Richard
Ross and William Ross, of Prince-George's county, thus endorsed; " By the
house of
" delegates, November 23, 1799: Read the first time and ordered to
lie on the table.

" By the house of delegates, December 3, 1799: Read the second time
and will pass.

Ordered that the said bill be engrossed.
The senate adjourns until to-morrow morning 10 o'clock.

December 5, 1799.
THE senate met. Present the same members as
on yesterday, except Mr. Milligan. Mr.
Forrest appeared in the senate. The proceedings of yesterday were
read.
The letter from Samuel Harvey Howard, the bill, entitled,
An act to incorporate a company
for the purpose of cutting and making a canal between the river Delaware
and the Chesapeake
bay, the bill, entitled, A further supplement to the act, entitled, An
act for making the river
Susquehanna navigable from the line of this state to tide water, and the
resolutions respecting the
river Patowmack, were sent to the house of delegates by the clerk.
The president communicates to the senate the resignation
of the honourable Robert Milligan,
Esquire, of his seat the senate of Maryland; which was read and accepted
by the senate.
On motion, ORDERED, That on Saturday next, at twelve
o'clock, the senate proceed to the
election of a senator, to serve in the senate of Maryland in the room of
the honourable Robert
Milligan, Esquire, resigned.
The bill, entitled, A supplement to the act, entitled,
An act to incorporate the Maryland insurance
company, was read the second time and will pass.
The bill, entitled, An act to compel the clerk of Dorchester
county court to make out a list of
fees due the crier of said court, was read the second time and will
not pass.
The two bills next before mentioned were sent to the
house of delegates by the clerk.
The bill, entitled, An act act to authorise and empower
the levy court of Montgomery county to
assess and levy annually a sum of money for the support of Michael
O'Daniel, was read the second
time and will pass.
The bill, entitled, An act for the more effectual preservation
of the breed of wild deer in
Somerset and Dorchester counties, was read the second time and will pass.
The resolution in favour of Henry Hall Dorsey, and
others, was read the second time and
assented to.
The bill, entitled, An act for the benefit of Joseph
Bouze, of Worcester county, was read the
second time and will pass.
The bill, entitled, An act to release the heirs, executors
and administrators, and the securities,
of Charles Beckwith, late of Montgomery county, deceased, from a contract
therein mentioned,
was read the second time and will not pass.
The bill, entitled, An act to change the name of William
Taylor, of Montgomery county,
was read the second time and will not pass.
The five bills and resolution next before mentioned
were sent to the house of delegates by the
clerk.
The clerk of the house of delegates delivers to the
clerk of the senate a bill, entitled, An act
to pay the civil list, and other expences of civil government, thus endorsed;
" By the
" house of delegates, December 5, 1799: Read the first and second
time by especial order and
" will pass.

Which were severally read and ordered to lie on the table.
The honourable Charles Goldsborough, junior, Esquire,
appeared in the senate, and qualified,
in the presence of the senate, before Allen Quynn, Esquire, one of the
justices of the peace for
Anne-Arundel county, agreeably to the constitution and form of government.
Mr. Dorsey has leave of absence till Wednesday next.
The senate adjourns until to-morrow morning 10 o'clock.

A Y, December 6, 1799.
THE senate met. Present the same members as
on yesterday, except Mr. Dorsey, who had
leave of absence. The honourable Nicholas Hammond, Esquire, appeared
in the senate,
and qualified, in the presence of the senate, before Allen Quynn, Esquire,
one of the justices of
the peace for Anne-Arundel county, agreeably to the constitution and form
of government.
The proceedings of yesterday were read.
The clerk of the house of delegates delivers to the
clerk of the senate a bill, entitled, A supplement
to the act, entitled, An act for the opening of Second-street in the city
of Baltimore,
