10            VOTES and PROCEEDINGS, November, 1799.

    The bill, entitled, An act for the relief of Robert Elliott, of Talbot county, was read the
second time and will pass with the proposed amendment.
    Amendment proposed.  Strike out from the word "acquired" in the last line of the first page
to the end of the bill, and insert " provided always, that nothing in this act contained shall be
construed in any manner to affect any right or claim to the said property, acquired by any persons
or persons before the passage of this act."
    Which said bill and amendment, with the two bills and resolution next before mentioned, and
the bill, entitled, An act to alter that part of the constitution and form of government which requires
property as qualification in voters, were sent to the house of delegates by the clerk.

The house adjourns until to-morrow morning 10 o'clock.

S    A    T    U    R    D    A    Y,    November 30, 1799.

    THE senate met.  Present the same members as on yesterday.  The proceedings of yesterday
were read.
    The clerk of the house of delegates delivers to the clerk of the senate a bill, entitled, An act
to make public a certain road in Talbot county, thus endorsed; " By the house of delegates,
" November 29, 1799:  Read the first time and ordered to lie on the table.
                                                        " By order,                                    W.  HARWOOD, clk.
" By the house of delegates, November 29, 1799:  Read the second time by especial order and
" will pass.
                                                        " By order,                                    W.  HARWOOD, clk."
And a bill, entitled, An act to confirm an act, entitled, An act to alter, abolish and repeal, certain
parts of the constitution and form of government of this state as are therein mentioned, thus
endorsed; " By the house of delegates, November 22, 1799:  Read the first time and ordered to
" lie on the table.
                                                        " By order,                                    W.  HARWOOD, clk.
" By the house of delegates, November 30, 1799:  Read the second time and will pass.
                                                        " By order,                                    W.  HARWOOD, clk."
Which were severally read and ordered to lie on the table.

The house adjourns until Monday morning 10 o'clock.

M    O    N    D    A    Y,    December 2, 1799.

    THE same members appeared as on Saturday, except Mr. Campbell, Mr. Milligan and  Mr.
Hindman.  The members present adjourn until to-morrow morning.

T    U    E    S    D    A    Y,    December 3, 1799.

    THE same members appeared as on yesterday.  Mr. Campbell, Mr. Milligan and Mr. Hindman,
appeared in the senate.  The proceedings of Saturday, November 30, 1799, and 
yesterday, were read.
    The president communicates to the senate a petition from the Maryland insurance company,
praying that a law may pass enabling them to purchase and hold, in their corporate capacity, a
lot of ground whereon to erect suitable buildings to accommodate them in the transaction of their
business as an insurance company; which was read.
    On motion, Mr. McMechen delivers to the president a bill, entitled, A supplement to the act,
entitled, An act to incorporate the Maryland insurance company; which was read the first time
and ordered to lie on the table.

The senate adjourns until to-morrow morning 10 o'clock.

W    E    D    N    E    S    D    A    Y,    December 4, 1799.

    THE senate met.  Present the same members as on yesterday.  The proceedings of yesterday
were read.
    The president communicates to the senate a letter from Samuel Harvey Howard, register of the
court of chancery, enclosing an account of seals and taxes on proceedings in chancery for the benefit
of the chancellor, received agreeably to an act of assembly passed at November session, seventeen
hundred and ninety-two, beginning on the 24th day of September, 1798, and ending
the 24th day of September, 1799, with the treasurer's receipt therefor; which were read and
referred to the consideration of the house of delegates.
    The clerk of the house of delegates delivers to the clerk of the senate a bill, entitled, An act 
for laying out two roads to Exeter mills, in Caroline county, thus endorsed; " By the house of 
" delegates, November 26, 1799:  Read the first time and ordered to lie on the table.
                                                        " By order,                                    W.  HARWOOD, clk.
" By the house of delegates, December 2, 1799:  Read the second time and will pass.
                                                        " By order,                                    W.  HARWOOD, clk."
A bill, entitled, An act to release the heirs, executors and administrators, and the securities, of
Charles Beckwith, late of Montgomery county, deceased, from a contract therein mentioned,
