    On motion, the question was put, That leave be given to bring in a bill to alter such parts of
the second, fourth, fifth and fourteenth sections of the constitution and form of government of this
state, as relate to voting viva voce?  The yeas and nays being required, appeared as follow:

So it was determined in the negative.
    The following question being propounded to the house, was read, viz.  ORDERED, That the
committee of claims allow the reverend Mr. Wyatt the sum of ---- for performing divine service
during the present session, and that they place the same on the journal of accounts.
    On the second reading of the same, the question was put, That the blank in the above order be
filled up with eighty dollars?  The yeas and nays being required, appeared as follow:

So it was resolved in the affirmative.
    A petition from George Hill, and others, counter to the petition of William Joseph Delafere,
was preferred, read, and referred to the committee appointed on the petition to which it is
counter.
    Petitions from Thomas Nevitt, of Prince-George's county, and Nathan Cregg Bryson, of the
city of Baltimore, praying acts of insolvency, were preferred, read, and referred to the committee
appointed on petitions of a similar nature.
    Mr. C. Frazier, from the committee, delivers to the speaker a bill, entitled, An act to regulate
constables fees; which was read the first time and ordered to lie on the table.
    Mr. McComas, from the committee, delivers to the speaker the following report:
    THE committee to whom were referred the petition of Robert Amos, of Harford county, and
the petition of Archibald Robinson and Thomas Barton, administrators of James Barton, deceased,
of said county, both praying that a resolution may pass to entitle them to receive a certain
balance due on the treasurer's books, have taken the same into consideration, and find, from
a certificate from the treasurer, there is due to James Barton, the sum of three pounds three
shillings and four-pence, with interest from the twenty-first of September, seventeen hundred and
eighty-five, being an over payment for confiscated property.  Your committee are of opinion
that the said James Barton's administrators, Archibald Robinson and Thomas Barton, are the
proper persons to receive the same, and therefore submit the following resolution:
    RESOLVED, That the treasurer of the western shore pay unto Archibald Robinson and Thomas
Barton, administrators of James Barton, deceased, of Harford county, or their order, the sum
of three pounds three shillings and four-pence, with interest from the twenty-first day of September,
seventeen hundred and eighty-five, it being an over payment by James Barton, deceased,
and his administrators, for confiscated property.
                                                        By order,                                J. F.  HARRIS, clk.
    Which was read the first and second time, and the resolution therein contained assented to, and
sent to the senate by the clerk.
    Mr. P. Thomas, from the committee, delivers to the speaker the following report:
    THE committee to whom was referred the petition of sundry inhabitants of the town of
Havre-de-Grace, in Harford county, praying an amendment to an act of assembly passed last session
of assembly, to prevent geese and swine going at large in the town aforesaid, and also the
counter petition, praying a total repeal of the aforesaid law, have taken the petitions into consideration,
and find a majority of signers to the counter petition, praying a repeal of said law;
your committee therefore report, that they are of opinion that the said law ought to be repealed.
All which is submitted to the house.

Which was read.
    The clerk of the senate delivers the resolution respecting the representation of William Kilty,
endorsed; " By the senate, December 28, 1799:  Read the first time and ordered to lie on the
" table.

" By the senate, December 28, 1799:  Read the second time by especial order and dissented from.
                                                        " By order,                              A.  VAN-HORN, clk."
The resolution in favour of James Steele, and others, endorsed; " By the senate, December 26,
" 1799:  Read the first time and ordered to lie on the table.
