So it was resolved in the affirmative.
    The following message being prepared, was sent to the senate, with the bill to regulate public
ferries, by the clerk.
By the HOUSE of DELEGATES, December 27, 1799.
        GENTLEMEN OF THE SENATE,
    WE cannot assent to the amendments proposed to the bill, entitled, An act to regulate public
ferries, because they change and introduce principles in direct violation of private rights.  The
laws now in force are uncertain and inexpicit.  The property and rights of citizens to an amount
exceeding twenty thousand dollars per annum is at stake; and under this impression we solicit an
early conference with you on this interesting business, and have appointed Mr. Digges, Mr. Key,
Mr. Edmondson, Mr. Carroll and Mr. Duckett, to join such gentlemen as you may appoint conferrees
on this subject.

    The bill to appoint commissioners to examine, survey and lay out, the several roads therein
mentioned, was read the second time, passed, and sent to the senate by the clerk.
    On motion, Leave given to bring in a bill to repeal such parts of an act of assembly, entitled,
An act for the better administration of justice in the several counties, passed at November session,
1796, as relate to the sitting of Baltimore county court.  ORDERED, That Mr. Carroll, Mr.
Ridgely and Mr. T. Worthington, be a committee to prepare and bring in the same.
    A petition from Joseph Wheeler, and others, of Harford county, praying an act may pass to
streighten and amend a road leading from Pine ford to Patrick Smith's lane, was preferred, read,
and referred to Mr. Bond, Mr. Street and Mr. Ayres, to consider and report thereon.
    A petition from Clement Holliday, and Clement Holliday Waring, his nephew of Cæcil 
county, praying an act may pass for changing the name of Clement Holliday Waring to that of
Clement Holliday, was preferred, read, and referred to Mr.Wallace, Mr. Hyland and Mr.
Rumsey, to consider and report thereon.
    Mr. Key, from the committee, delivers to the speaker a bill, entitled, An act for the direction
of surveyors in executing warrants of escheat in certain cases; which was read the first time and 
ordered to lie on the table.
    Mr. Carroll, from the committee, delivers to the speaker a bill, entitled, An act to repeal such
parts of an act of assembly, entitled, An act for the better administration of justice in the several
counties, passed at November session, 1796, as relate to the sitting of Baltimore county court;
which was read the first time and ordered to lie on the table.
    The supplement to the act, entitled, An act for the regulation of officers fees, was read the
second time by especial order, passed, and sent to the senate by the clerk.
    The bill to make permanent and to continue the acts of assembly therein mentioned, was read
the second time, passed, and sent to the senate by the clerk.
    The bill to establish an academy at Easton, in Talbot county, was read the second time, and
the question put, That the said bill do pass?  The yeas and nays being required, appeared as
follow:

    The report on the petition of the inhabitants of the town of Williamsburgh and its vicinity,
in Montgomery county, was read the second time, and the question put, That the house concur
therewith?  Determined in the negative.
    Mr. Cottman, from the committee, delivers to the speaker the following report:
    THE committee to whom was referred the petition of George Ayres, in behalf of himself
and his two children by Nancy his wife, late deceased, who was daughter of Isaac Atkinson,
and Isaac Atkinson and George Atkinson, sons of said Isaac, and representatives of Elizabeth
Atkinson, widow of said Isaac, report, that they have taken the same into consideration, and
are of opinion that the facts therein stated are true, and that the petitioners are fully entitled to
relief, and therefore beg leave to submit the following resolution, to wit:
    RESOLVED, That the auditor be and he is hereby authorised and directed to liquidate, ascertain
and adjust, the amount of certificates and money that have been paid by Elizabeth Atkinson,
deceased, for the real estate of Isaac Atkinson, purchased by her under the impression that it was
subject to confiscation, but which the chancellor has since determined was not liable to be confiscated,
and that the treasurer be and he is hereby authorised and directed to pay the amount
