prayer of the petitioner is reasonable and just, and that a law ought to pass in conformity
thereto.

Which was read.
    A petition from Andrew Havnar, of Frederick county, praying an act of insolvency, was preferred,
read, and referred to the committee appointed on petitions of a similar nature.
    Mr. Potter appeared in the house.
    A petition from Benjamin Ray, junior, former sheriff and collector of Montgomery county,
and his securities, praying further time to complete his collection, was preferred, read, and referred
to Mr. Turner, Mr. Magruder and Mr. Ridgely, to consider and report thereon.
    On motion, the question was put, That the bill to regulate elections have a second reading?

" By the senate, December 16, 1799:  Read the second time by especial order and will pass.

The bill for laying out two roads to Exeter mills, in Caroline county, endorsed; " By the senate,
