1799.
THE house met. Present the same members as
on yesterday. The proceedings of yesterday
were read. Mr. Purnell and Mr. Gunby have leave of absence.
Charles Carroll, of Carrollton, and Uriah Forrest, Esquires,
from the senate, deliver to the
speaker the following message:
By the SENATE, December 17, 1799.
TO give the people a public opportunity of regretting
the irreparable loss which their country
hath sustained by the death of general George Washington, RESOLVED unanimously,
That a
message from the legislature be communicated to the governor, requesting
him to appoint, by proclamation,
a day of mourning, humiliation and prayer, throughout this state, and to
recommend
it to the citizens thereof to assemble in their respective places of worship,
to testify, in the most
public manner, their veneration for his memory, and to derive, from the
just eulogiums of his
meritorious services, the best motives for the imitation of his virtues.

resolution therein contained unanimously
assented to, and sent to the senate by Mr. Key and Mr. Tilghman.

to the senate by Mr. Key and Mr. Tilghman.
By the HOUSE of DELEGATES, December 17, 1799.
THE general assembly of Maryland, feeling the most undissembled
sorrow for the irreparable
loss of the illustrious Washington, and anxious to pay every tribute of
respect to the memory of
the departed friend to his country, DO RESOLVE UNANIMOUSLY, That there
be immediately furnished
a scarf and hatband for the governor, the president of the senate,
and each of the attending
members of the senate, the speaker, and each of the attending members of
the house of delegates,
the members of the council, each of the officers and clerks attached to
the senate and
house of delegates, the chancellor, and such of the judges of the general
court, and all other officers
of the state and general government, as are now in the city of Annapolis,
to be worn during
the session as the external mark of their unfeigned grief.

Mr. Brown, from the committee, delivers to the speaker
the following report:
THE committee to whom was referred the petition of Andrew
Gore and James Cooper, of
Baltimore county, report, that they have taken the same into consideration,
and are of opinion
that the prayer thereof is reasonable, and ought to be granted.

Which was read the first and second time, concurred
with, and leave given to bring in a bill
pursuant thereto. ORDERED, That the committee appointed on the said
petition prepare and
bring in the same.
On motion, ORDERED, That the mayor and city council
of Baltimore have leave to
be heard at the bar of the house this day in support of their petition,
praying for power to introduce
water into the said city, and against the merits of the memorial which
is counter thereto.
Mr. Quynn, from the committee, delivers to the speaker
the following report:
THE committee to whom was referred the petition of sundry
inhabitants of Anne-Arundel
county have taken the same into consideration, and are of opinion that
a law ought to pass to
carry the wish of the petitioners into effect. All which is submitted
to the house.

pursuant thereto. ORDERED, That the committee appointed on said petition
prepare and bring
in the same.
The report on expiring laws was read the second time,
concurred with, and leave given to
bring in a bill pursuant thereto.
Mr. J. T. Worthington, from the committee, delivers
to the speaker the following report:
THE committee to whom was referred the petition of sundry
inhabitants of Baltimore county,
praying a road may be opened from the main road leading from the city of
Baltimore towards
McAllister's-town, at or near the widow Mortar's tavern, to intersect the
York turnpike road at
or near Benedict Hurst's tavern, report, that they have had the same under
consideration, and
are of opinion the prayer thereof is reasonable, and ought to be granted.
