    The question was then put, That the said blank be filled up with eleven shillings and three-pence?
Resolved in the affirmative.
    The report being read throughout, the question was put, That the house concur with the last

The bill to prevent the going at large of swine and poultry in the town of New-Market, in Frederick
county, endorsed; " By the senate, November 22, 1799:  Read the first time and ordered
" to lie on the table.

" By the senate, November 29, 1799:  Read the second time and will pass.

The bill to repeal an act, entitled, An act to precent the exportation of flour not merchantable

The bill to alter the part of the constitution and form of government which requires property as

second time by especial order and will not pass.

And the bill for the relief of Robert Elliott, of Talbot county, endorsed; " By the senate, November

S    A    T    U    R    D    A    Y,    November 30, 1799.

    THE house met.  Present the same members as on yesterday.  The proceedings of yesterday
were read.  Mr P. Thomas appeared in the house.
    Petitions from David Ross and Horatio Ross, of Prince-George's county, praying acts of insolvency,
were preferred, read, and referred to the committee appointed on petitions of a similar
nature.
    A petition from sundry inhabitants of Havre-de-Grace, in Harford county, praying an amendment
to a law passed last session of assembly to precent swine and geese from going at large in said
town, by making it the duty of the constables to take up all swine and geese that may be found
running at large, was preferred, read, and referred to Mr. P. Thomas, Mr. Street and Mr.
McComas, to consider and report thereon.
    A petition from Sarah and Anne Hynson, of Kent county, praying an act may pass to enable
them to raise by lottery a sum of money, not exceeding 8,340 dollars, was preferred, read, and 
referred to Mr. Wroth, Mr. Barroll and Mr. Tilghman, to consider and report thereon.
    Mr. Wright appeared in the house.
    The bill to confirm an act, entitled, An act to alter, abolish and repeal, certain parts of the
constitution and form of government of this state as are therein mentioned, was read the second
time, and the question put, That the said bill do pass?  The yeas and nays being required, appeared
as follow:
