November 30, 1799.
THE house met. Present the same members as
on yesterday. The proceedings of yesterday
were read. Mr P. Thomas appeared in the house.
Petitions from David Ross and Horatio Ross, of Prince-George's
county, praying acts of insolvency,
were preferred, read, and referred to the committee appointed on petitions
of a similar
nature.
A petition from sundry inhabitants of Havre-de-Grace,
in Harford county, praying an amendment
to a law passed last session of assembly to precent swine and geese from
going at large in said
town, by making it the duty of the constables to take up all swine and
geese that may be found
running at large, was preferred, read, and referred to Mr. P. Thomas, Mr.
Street and Mr.
McComas, to consider and report thereon.
A petition from Sarah and Anne Hynson, of Kent county,
praying an act may pass to enable
them to raise by lottery a sum of money, not exceeding 8,340 dollars, was
preferred, read, and
referred to Mr. Wroth, Mr. Barroll and Mr. Tilghman, to consider and report
thereon.
Mr. Wright appeared in the house.
The bill to confirm an act, entitled, An act to alter,
abolish and repeal, certain parts of the
constitution and form of government of this state as are therein mentioned,
was read the second
time, and the question put, That the said bill do pass? The yeas
