VOTES and PROCEEDINGS, November, 1799.
The bill to revive the proceedings of the orphans
court of Harford county, and to call and adjourn
the same, was read the second time, passed, and sent to the senate by the
clerk.
The clerk of the senate delivers the bill for the relief
of William Dent Beall, of Montgomery
county, endorsed; " By the senate, November 21, 1799: Read the

The bill to authorise and empower the levy court of Dorchester county to
assess and levy annually
a sum of money for the support of Philemon Brooke, the bill to settle
and ascertain the salary of
the members of the council for the ensuing year, the bill to authorise
and empower the levy
court of Dorchester county to assess and levy annually a sum of money for
the support of Esther
Kenner, severally endorsed; " By the senate, November 19, 1799: Read
the first time and ordered

The bill to empower the justices of the levy court of Charles county to
assess and levy annually
a sum of money for the purpose therein mentioned, the bill to empower the
levy court of Dorchester
county to appoint a constable for the town of Cambridge, and the supplement
to the act,
entitled, An act relating to the public roads in Somerset county, severally
endorsed; " By the
" senate, November 19, 1799: Read the first time and ordered to lie
on the table.

The house took into consideration the order of the day,
and after hearing counsel at the bar
of the house in support of the petition of Thomas Contee, ORDERED, That
the further consideration
thereof be postponed till to-morrow morning.
A petition from Mary Chandler, of the borough of Norfolk,
in the commonwealth of Virginia,
stating that two bills of exchange were drawn by Thomas Harwood, commissioner
of the state,
on the trustees at London, payable to White Mattack, and that the said
bills were presented
for payment, and that no satisfaction has been received, and praying relief
in the premises,
was preferred, read, and referred to Mr. Barroll, Mr. Wroth and Mr. Tilghman,
to
consider and report thereon.
Mr. Buchanan, from the committee, brings in and delivers
to the speaker a bill, entitled, An
act to empower notaries public to appoint a deputy or deputies in the cases
therein mentioned;
which was read the first time and ordered to lie on the table.
The bill to authorise and empower the levy court of
Montgomery county to assess and levy
annually a sum of money for the support of Ruth Glaze, was read the second
time, passed, and
sent to the senate by the clerk.
Mr. Buchanan, from the committee, brings in and delivers
to the speaker a bill, entitled, An
act to incorporate the benevolent society in the city and county of Baltimore;
which was read
the first time and ordered to lie on the table.
ORDERED, That the same have a second reading on Saturday
the 30th instant.
Mr. Wright has leave of absence for one week.
The house adjourns till to-morrow morning 9 o'clock.

THE house met. Present the same members as
on yesterday, except Mr. Wright and Mr.
Boon. The proceedings of yesterday were read.
Mr. Perry, from the committee, brings in and delivers
to the speaker a bill, entitled, An act
to lay out a road from the Morgan-town road, on the ridge between Asa Beall's
and William Coddington's,
to the Virginia line, near the lands of John Forrest; which was read the
first time and
ordered to lie on the table.
Mr. Duckett, from the committee, brings in and delivers
to the speaker a bill, entitled, An
act to abolish and repeal certain parts of the constitution and form of
government of this state
are therein mentioned; which was read the first time and ordered to lie
on the table.
The following message being prepared, was sent to the
senate by the clerk.
