committee, the necessary vouchers and receipts; and that there still remains in the treasury the
sum of £. 2786 11 10.
    It also appears to your committee, that William Marbury, Esquire, agent, has, in virtue of
an act to appoint an agent for the year one thousand seven hundred and ninety-nine, taken, and
deposited in the treasury, bond to the amount of £. 921 16 51/2, and in virtue of an act appointing
commissioners to contract for and purchase the lands, commonly called the Choptank Indian
Lands, in Dorchester county, and for appropriating the same to the use of this state, the said
agent has taken, and deposited in the treasury, bonds to the amount of £. 10700 14 3.
    Your committee beg leave to report, that by the resolutions of November session, 1797, time
was given to the first day of October, 1798, to the holders of the emissions of June, 1780, and
the certificates issued under the acts of assembly of this state, to bring them in for payment; it
appears, as herein before stated, that the sum of £. 782 13 9 only has been brought in and discharged;
and it appearing to your committee, that there is the sum of £. 13643 15 0 in principal
and interest of said emissions still in circulation, and a considerable sum of certificates outstanding,
the precise amount of which cannot at this time be ascertained, and it also appearing
to your committee, that there is the sum of £. 7316 7 7 in the treasury, received on account of
the funds appropriated for the redemption of said emissions and certificates, your committee
therefore beg leave to suggest the propriety of extending the time for the redemption of the said
emissions and certificates.
    All which is submitted to the honourable house.

    A petition from Thomas Hewitt, of Prince-George's county, praying an act of insolvency,
was preferred, read, and referred to the committee appointed on the petition of Tristram Dalton,
of the city of Washington.
    On motion, the question was put, That leave be given to bring in a bill to repeal an act, entitled,
An act to ascertain the allowance of members of the general assembly, electors of senate,
and electors of president and vice-president of the United States?  The yeas and nays being required
appeared as follow:

So it was determined in the negative.
    Petitions from Richard Ponsonby and John Tilley, of Prince-George's county, Richard Revan,
of the city of Baltimore, praying acts of insolvency, were preferred, read, and referred to
the committee appointed on petitions of a similar nature.
    On motion, Leave given to bring in a bill to regulate constables fees, and to compel them to
give security for the performance of their duty.  ORDERED, That Mr. Taney, Mr. Hyland,
Mr. P. Thomas. Mr. Addison and Mr. Boon, be a committee to prepare and bring in the same.
    On motion, Leave given to bring in a supplement to an act relating to the public roads in Caroline
county.  ORDERED, That Mr. Mason, Mr. Boon and Mr. Duckett, be a committee to
prepare and bring in the same.
    Mr. Wilkins, from the committee, brings in and delivers to the speaker a bill, entitled, A
supplement to the act, entitled, An act relating to the public roads in Somerset county; which
was read the first time and ordered to lie on the table.
    On motion, Leave given to bring in a bill for the speedy recovery of small debts out of court,
and to repeal the acts of assembly therein mentioned.  ORDERED, That Mr. McPherson, Mr. C.
Frazier, Mr. Cottman, Mr. Magruder and Mr. Lowrey, be a committee to prepare and bring in
the same.
    The report on the petition of Esther Kenner was read the second time, concurred with, and
leave given to bring in a bill pursuant thereto.  ORDERED, That the committee appointed on
the said petition prepare and bring in the same.
    Mr. Pattison, from the committee, brings in and delivers to the speaker a bill, entitled, An
act to authorise and empower the levy court of Dorchester county to assess and levy annually a
sum of money for the support of Philemon Brooke; which was read the first time and ordered to
lie on the table.
    Mr. Keene, from the committee, brings in and delivers to the speaker a bill, entitled, An act
to authorise and empower the levy court of Dorchester county to assess and levy annually a sum
of money for the support of Esther Kenner; which was read the first time and ordered to lie on
the table.
    Mr. Duckett, from the committee, brings in and delivers to the speaker the following report:
    THE committee of grievances and courts of justice, to whom was referred the petition of
James Selby, of Worcester county, report it as their opinion, that this house ought not to interfere
in the case, it being one completely within the remedy of the existing laws of the land, and
