VOTES and PROCEEDINGS, November, 1799.
Petitions from Jesse Reynolds, of Cæcil county,
Robert Gover, of Harford county, Medford
Andrews, of Dorchester county, John Balzer of Frederick county, praying
acts of insolvency,
were preferred, read, and referred to the committee appointed on petitions
of a similar nature.
A petition from sundry inhabitants of the town of
New-Market, in Frederick county, praying
an act may pass to prevent poultry and swine from going at large in
said town, was preferred,
read, and referred to Mr. J. Thomas, Mr. Warfield and Mr. Shriver,
to consider and report
thereon.
On motion, Leave given to bring in a bill to prevent
swine and geese going at large in the
town of Liberty, in Frederick county. ORDERED, That Mr. Sappington,
Mr. Warfield and
Mr. P. Thomas, be a committee to prepare and bring in the same.
On motion, ORDERED, That the bill to repeal an act,
entitled, An act to prevent the exportation
of flour not merchantable from George-town, in Frederick county, have
a second reading
on Tuesday next.
On motion, Leave given to bring in a bill to settle
and pay the civil list, and other expences
of civil government. ORDERED, That Mr. Goldsborough, Mr. Key
and Mr. Addison, be a committee
to prepare and bring in the same.
On motion, the question was put, That leave be given
to bring in a bill to alter, abolish and
repeal, that part of the constitution and form of government which
requires property as a qualification
in voters? The yeas and nays being required, appeared as follow:

assembly. ORDERED, That Mr. Warfield, Mr. Duckett and Mr. Taney,
be a committee to prepare
and bring in the same.
The report on the petition of Hugh McColl, of Dorchester
county, was read the second time,
concurred with, and leave given to bring in a bill pursuant thereto.
ORDERED, That the committee
appointed on the said petition prepare and bring in the same.
The speaker laid before the house the following
report:
To the GENERAL ASSEMBLY of MARYLAND.
WILLIAM MARBURY, agent for the year one thousand
seven hundred and ninety-nine,
begs leave to report, that there hath been received, on account of
confiscated property, &c.
from the 1st of November, 1798, to the 1st of November, 1799, by the
treasurer of the
western shore, the sum of £. 211 4 41/2, and by the agent, and
paid to the treasurer, the sum of
£. 9992 1 21/2, amounting to the sum of £. 10203 5 7, as
per abstract No. 1.
On account of taxes on the western shore, by the
agent, and paid to the treasurer, the sum of
£. 686 5 9, as per abstract No. 2.
On account of money loaned, for bonds taken for
open accounts, and for open accounts, by
the agent, and paid to the treasurer, the sum of £. 319 12 3,
as per abstract No. 3.
On account of fines, forfeitures, marriage, ordinary
and retailers licences, &c. on the western
shore, by the treasurer, the sum of £. 710 17 71/2, and by the
agent, and paid to the treasurer,
the sum of £. 6286 19 2, amounting to the sum of £. 7997
16 91/4, as per abstract No. 4.
On account of fines, forfeitures, marriage, ordinary
and retailers licenses, &c. on the eastern
shore, by the treasurer, the sum of £. 531 11 2, and by the agent,
and paid to the said treasurer,
the sum of £. 3169 14 0, amounting to the sum of £. 3701
5 2, as per abstract No. 5.
That there hath been bonds taken in virtue of the
act appointing an agent for the year 1799,
to the amount of £. 921 16 51/2, and in virtue of an act appointing
commissioners to contract for
and purchase the lands, commonly called the Choptank Indian Lands,
in Dorchester county, and
for appropriating the same, to the use of this state, to the amount
of £. 10700 14 3, all of which
said bonds have been deposited in the treasury of the western shore,
as per abstract No. 6.
No. 7. contains an estimate of the agent's commissions
on the amount of receipts to the 1st
November, 1799.
From which several statements it appears, the aggregate
receipts on both shores, from the 1st
of November, 1798, to the first of November, 1799, amounts to the sum
of £. 22908 5 61/4,
and bonds taken to the amount of £. 11622 10 81/2.
That there yet remains due to the state from its
citizens,
