tersign certificates of stocks, bonds, or other evidences of in-
debtedness, and to receive and manage any sinking fund of
any corporation on such terms as may be agreed upon.

SEC. 13. And be it enacted, That the General Assembly of
Maryland reserves the right to repeal, alter or amend this Act
at its pleasure.

SEC. 14. And be it enacted, That this said corporation shall
be subject to the provisions of Chapter one hundred and nine
of the Acts of the General Assembly of eighteen hundred
and ninety -two, as amended by Chapter one hundred and
sixty of the Acts of the General Assembly of eighteen hundred
and ninety-six, and to all General Laws applicable to com-
panies or associations of a nature similar to that named in
this Act.

SEC. 15. And be it enacted, That this Act shall take effect
from the date of its passage.

CHAPTER 602.
AN ACT to make assessments a lien on property in the town
of Frostburg, which shall be assessed by the Mayor and
Councilmen of Frostburg.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That all assessments made by the Mayor and Council-
men against property-holders for the improvement of streets,
sidewalks and opening of streets in the town of Frostburg
shall be a lien for two years from the time it shall become due
and payable upon the property on which said assessment shall
be made.

SEC. 2. Be it enacted, That said assessment shall be a first
lien preferred to all other liens, except State, county and cor-
poration taxes.

SEC. 3. Be it enacted, That the Mayor and Councilmen shall
keep a book in the office of the tax collector with all liens
claimed under this Act; and all back taxes and water-rents
claimed as a lien recorded therein, with the date of their
record, and when the same shall expire and any claim not
found on said book, shall not effect any third party.

SEC. 4. Be it enacted, That this Act shall take effect from
the date of its passage.
