six months next preceding said election as the "Town Com-
missioness of La Plata," to serve for one year, or until their
successors shall be elected and qualified. Said Town Commis-
sioners shall receive no pay for their services as such, and they
shall continue to reside in said town of La Plata during their
term of office.

94. The Town Commissioners shall annually on or before
the first Monday in April give notice by hand bills posted in
conspicuous places in said town of La Plata, or by publication
in some newspaper or newspapers published in said town, or by
both handbills posted as aforesaid and by publication as afore-
said of the election to be held for "Town Commissioners of
La Plata" in that year, naming the house or place to be
selected by them at which said election shall be held, and
the hours the polls shall be epened and closed, respectively,
and they shall, at least ten days before such election, appoint
three persons as judges, who shall conduct the election. The
polls shall be opened at two o'clock P.M. and close at six
o'clock P.M. If any of such judges of elections shall refuse
or decline or be unable to act as such, the Town Commission-
ers shall fill the vacancy. Should any of such judges fail
to .appear at the time and place for opening the polls and hold-
ing the election, the remaining judge or judges shall fill the
vacancy or vacancies. The said judge shall serve without pay,

and shall make their returns promptly and without unreason-
able delay to the Town Commissioners certifying and declar-
ing what persons have been elected Town Commissioners of
La Plata at said election; and the Town Commissioners to
whom such returns are made shall determine all questions
arising upon said returns, and shall cause the said certificate
and declaration of the said judges of election to be recorded
among the records of the corporation. The first election held

under this Act shall be held on the first Monday in May in
the year 1900. in the rooms set apart for the use of the State's
Attorney in the courthouse at La Plata; and Samuel C. Pad-
gett, Frank S. Barnes and John Mitchell Cochrane are hereby
designated and appointed to act as judges at said first election,
with power to those who shall act to fill any vacancy in their
number, and said judges shall declare the result of said elec-
tion and make returns thereof to the Town Commissioners
elected at said election. The voting at all elections held
under the provisions of this Act shall be by ballot, on which
shall be written the names of five persons, and no more, pos-
sessing the qualifications for Town Commissioners of La
Plata, as prescribed in this Act. And no other words, letters,
