hold a Teachers' Institute in each county of the State for five
days in each year.

Faculty of.

71. The Faculty of the State Normal School shall consist
of the principal and as many teachers as shall be determined
by the State Board of Education, who shall be appointed by
said Board, and have such salaries and perform such duties as
said Board may direct.

SEC. 2. And be it enacted, That this Act shall take effect
from the date of its passage.

CHAPTER 429.

Baltimore City
Police Com-
missioner.

AN ACT directing the Police Commissioners of Baltimore
City to pay to George R. Deaver a pension of nine dollars
per week.

Preamble.

WHEREAS, George R. Deaver, of Baltimore City, has been
a policeman for thirty-one years and six months, and after an
honorable career on the police force of said city has been
retired on account of age; and

WHEREAS, The said George R. Deaver, since his retirement
as a retired police officer, has been receiving from the said
Police Board a stipend of six dollars per week, being one-
third of his regular pay as a patrolman; and

WHEREAS, Doubts have been expressed as to the power
under Article 4, Section fifty-nine, of the Constitution of
Maryland, of the Police Commissioners to pay said George
R. Deaver any stipend by way of pension without an ex-
pressed Act of the Legislature authorizing said payment; and

WHEREAS, It is proper, in the judgment of this General
Assembly, that the meritorious services of the said George R.
Deaver should be recognized and rewarded; and

WHEREAS, It has been brought to the attention of this
body that the said George R. Deaver is in indigent circum-
stances; therefore,

Pension
George R.
Deaver.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the Police Commissioners of Baltimore City are
hereby authorized and required to pay to the said George R.
Deaver, out of the funds in their possession or subject to their
control, a weekly pension of nine dollars per week, payable
on the last day of each week.
