9. The said company is also authorized to borrow money
on its property and franchises, and to issue bonds for the pay-
ment of the same by a mortgage of said property and fran-
chises; provided, that it shall not issue any such mortgage
bonds in excess of its capital stock.
SEC. 2. And be it enacted, That this Act shall take effect
from the date of its passage.

AN ACT to repeal Section ninety -two of Article 5, of the
Code of Public General Laws, entitled "Appeals and
Errors," sub-title "Appeals from Justices of the Peace, "so
far as the same is applicable to Allegany County.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section ninety-two of Article 5, of the Code of
Public General Laws, entitled "Appeals and Errors," sub-
title "Appeals from Justices of the Peace," be and the same
is hereby repealed, so far as the same is applicable to Alle-
gany County," and that the said section shall not hereafter
be in force or have effect in Allegany County.
SEC. 2 . And be it further enacted, That this Act shall
take effect and be in force from the date of its passage.

Thomas H. Haller, John N. Markell and Hammond Urner,
all citizens of Frederick County, Maryland, under and by
virtue of the General Laws of the State of Maryland author-
izing the formation of corporations, have formed a corpora-
tion under the name of "The Frederick City Hospital Asso-
ciation of Frederick County, Maryland;" and
