278. There shall be a system of free public roads and bridges
in Prince George's County, according to the provisions of
this Act.
SUPERVISION.

Public roads
and bridges.

279. Matters affecting the roads and bridges of the whole
county, except in incorporated towns, shall be under the con-
trol of a Board of County Road Commissioners.

280. Matters affecting the roads and bridges of a road dis-
trict shall be under the supervision of a Board of District Road
Trustees.
FORMATION OF BOARDS.

Supervision.

281. The County Commissioners shall appoint until the
next general election, when they shall be elected by the
people as County Road Commissioners, three persons, free-
holders and residents of said county, comprised in the elec-
tion districts of said county known as Laurel, Vansville,
Bladensburg, Bowie and Kent, as said district existed in
January 1, 1900. one of whom shall reside in that portion of
said county comprised in the election district of Queen Anne,
Marlboro, Melwoocl, Nottingham and Aquasco, as said dis-
trict existed and were known on January 1, 1900; and one of
whom shall reside in that portion of said county comprised in
the election districts of Brandywine, Piscataway, Surratt's,
Spalding's and Oxon Hill, as said districts existed and were
known on January 1, 1900; also one of whom shall belong to
the political party which cast the largest number of votes in
said county at the last general election, one of whom shall
belong to the political party which cast the largest minority
vote in said county at said election, and one of whom shall
be selected by the said County Commissioners; which three

persons shall constitute the Board of County Road Commis-
sioners. Their terms of office shall begin upon their appoint-
ment and qualification, and continue until the first Monday
of February, in the year nineteen hundred and two, and until
their successors may be elected and qualified, when their office
and all records, funds and property under their control shall
be turned over to their successors.
