Sec. U. The Mayor may remit any fine or penalty imposed
under any ordinance of the Mayor and Council.

Sec. V. The Mayor shall annually appoint a bailiff for said
town, which appointment shall be subject to the approval of
the Council, and the said bailiff in the execution of the duties
of his office shall have, within the corporate limits of said
town, all the powers and authority of a constable.

Sec. W. The Mayor and Council shall annually levy such
a tax upon all assessable property within the corporate limits,
except upon such real estate as is used exclusively for farm-
ing purposes, as may be necessary for municipal purposes,
not to exceed in any one year twenty-five cents on the one
hundred dollars, in addition to the tax required to be levied
for the payment of the interest on the bonds issued by the
Mayor and Council to the amount of four thousand dollars,
under the authority of Chapter seventy-two of the Acts of the
General Assembly of Maryland, of the year 1896, and for the
creation of a sinking fund for the payment of said bonds at
maturity, and all taxes levied on property assessed as pro-
vided by this Act shall be a lien on said property — real and
personal — until paid, and interest shall be chargeable on said
taxes after thirty days from the time when such taxes are
due and payable.
Sec. X. The Mayor and Council shall not expend in any
one year more money than the amount receivable for taxes
and other sources for that year.

Sec. Y. The Mayor, by and with the advice and consent of
the Council, shall annually appoint an assessor, who shall
have power to assess for taxation all property within the cor-
porate limits of said town, except such real estate as may be
used exclusively for farming purposes, except and such as
may be by law exempt from taxation, and his powers, duties
and course of proceeding shall be such as shall be provided
by ordinances; and said Council shall provide by ordinance
for a right of appeal from any assessment or revision of assess-
ment made by such assessor to the said Mayor and Council,
whose duty it shall be to examine, under such provisions as
may be made by ordinance, into the merits of such appeal,
and their decision in the premises shall be final. If any per-
son or corporation shall fail to appeal from the assessment or
revision of assessment of his, ber, or its property, made by
the assessor or from the action of the assessors upon any
application, for reduction of any assessment to the next ses-
