Sec. M. The Mayor, by and with the advice and consent oi
the Council at the first meeting after their election and quali-
fication, or as soon thereafter as may be, shall biennially
appoint the clerk of said town from among the qualified voters
thereof, who shall keep accurate minutes of their proceedings,
and shall record all laws and ordinances passed by them, in
a well-bound book, which shall be kept open to public inspec-
tion; and all laws and ordinances, when recorded in said book,
shall be therein signed by the Mayor and attested by the
clerk; and said book shall be evidence of said laws or ordi-
nances in any court of law or equity in this State; and said
clerk shall attest all ordinances passed by said Mayor and
Council, and cause copies of the same to be posted in not less
than five of the most public places of said town; he shall file
and keep all original papers entrusted to his care; he shall act
as treasurer to said corporation, and as such shall keep in a
well-bound book an accurate account of the receipts and dis-
bursements of all money and funds of the said corporation,
and shall pay out the said funds only on the order of the

Duties of.

chairman of the Council, after bills or orders thereof shall
have been passed by a majority of the Council; he shall report
annually in writing to the Mayor and Council a detailed state-
ment of the financial condition of the corporation, showing the
several sums of money received and expended, from whom
received and for what purpose, and on what account expended
and to whom paid, and shall cause copies of said statement to
be posted in not less than five of the most public places in said
town; he shall be collector of all taxes levied by the said cor-
poration, and shall collect the said taxes by distress or exe-
cution in such manner as the county taxes for Carroll County
are now collected, and for that purpose shall have all the
powers and authority that tax collectors of Carroll County
now have; he shall perform such other duties and shall receive
such compensation for his services from the funds of the cor-
poration as the said Mayor and Council may prescribe or fix by
order or ordinance; and he shall, before assuming the duties
of his office, give bond for the faithful performance of his
duties as such clerk and treasurer with security to be approved
by the Mayor in such penal sum as shall be prescribed by
ordinance, which bond shall be made to the said corporation
and carefully filed among their papers, and recorded among the
minutes of their proceedings.

Sec. N. The Mayor and Council shall have power to pass
all ordinances necessary within the limits of said town to pre-
serve the health, peace and safety of the inhabitants thereof;
to prevent and remove nuisances and annoyances; to suppress
