when they require rebuilding or repairing, and also to pro-
vide penalties in the case of persons who resist any employees,
workmen or laborers in the service of the town, and to forbid
and prevent any parties or persons from obstructing such
drains or placing upon or over any drain or sewer coal, wood
or heavy masses of any kind, and from erecting buildings
thereon, and to provide penalties for obstructing or covering
any drain or sewer with coal, wood or other heavy mass, or
with and building or for improperly interfering with any such
drain or sewers in said town.

(5.) To appoint one or more wood measurers for the town,
and to define their duties, and to prescribe their compensa-
tion, to be paid by those who receive their services.

(6.) To regulate party walls and division fences.

(7.) To provide for and regulate the sweeping and burning
of chimneys, and to prescribe their size and safeguards
therefor, and to fix the compensation of those who sweep or
burn the same, to be paid by those who receive their services.

(8.) To restrain and prohibit by ordinance all gambling or
gaming and the keeping of gambling houses or tables therein,
and to prescribe penalties for any of said acts.

(9.) To erect and regulate markets, and to make all proper
by-laws and ordinances in relation thereto.

(10.) To establish and regulate fire companies, and by ordi-
nance to prescribe precautions and safeguards against fire, and
to define and appoint the parts or sections of the town to which
measures of precaution, as well as means for extinguishing
fires shall apply.

(11.) To sink wells and to provide or have provided
hydrants and water-plugs on the streets, lanes, alleys and
thoroughfares of the town.

(12.) To keep in repair the sidewalks, gutters and road-
ways of the said streets, lanes, alleys and thoroughfares.

(13.) To regulate all water-pipes, hydrants and water-plugs
on the said streets, lanes, alleys and thoroughfares, and to
prescribe penalties for improperly interfering with or injuring
such water-pipes, hydrants or water-plugs, or for improperly
interfering with any street lamps or lamp-post.

(14.) To provide by ordinance for dealing with, arresting
and committing to the county jail of said county any vagrants
and drunken persons who appear drunk on said streets, lanes,
alleys or thoroughfares, or in any place of public resort in
