CHAPTER 274.
AN ACT directing the Appeal Tax Court of Baltimore City
not to issue any permit for the erection of new buildings in
said city until all taxes due are .paid on the land upon which
said buildings are to be erected.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That before the Appeal Tax Court of Baltimore City
grants any permit for the erection of new buildings it shall be
shown to the said court to its satisfaction that all taxes due
and unpaid are fully paid upon the land on which said new
buildings are proposed to be erected, and no permit, as afore-
said, shall be issued until the court is so satisfied, and an
appeal is allowed from this as in other cases before said court,
as is allowed by law.
SEC. 2. And be it further enacted, That this Act shall take
effect from the date of its passage.

CHAPTER 275.
AN ACT to repeal Section two, Article 86, of the Code of
Public General Laws, title "Sheep and Dogs," and re-enact
the same with amendments.

SECTION 1. Be it enacted and ordained by the General Assem-
bly of Maryland, That Section two, of Article 86, of the Code
of Public General Law, title "Sheep and Dogs," be and the
same is hereby repealed and re-enacted, as follows:

2. Any person whose sheep have been killed or injured by
any dog may proceed against the owner, keeper or harborer
of such dog before any justice of the peace of this State having
jurisdiction within the county where the killing or injury
may have occurred, and such justice shall forthwith issue a
summons for the owner, keeper or harborer of such dog, and
for such witnesses as may be necessary to ascertain the amount
of damages sustained by such killing or injury, and shall
forthwith give judgment for such damages as may be ascer-
tained, which shall be collected as other debts in this State
