filing their said claims they had complied with all the
requirements of law so as to entitle their said claim to the
benefit of the said Act of eighteen hundred and ninety-six,
Chapter one hundred and thirty -six and one-half, and the
said creditors upon complying with the provisions of this

Act shall be entitled to all the benefits of the said Act of
eighteen hundred and ninety-six as though they had complied
with the provisions thereof, and if their said claims were not
on the first day of September, eighteen hundred and ninety-
six, under the provisions of said Act barred by limitation or
laches, then no laches shall be imputed to them or either of
them, no limitations run against them or either of them,
for on account of the lapse of time from said date to the date
of the filing of their claims under this Act, but upon the said
filing of their said claims as hereinafter provided, they shall
stand precisely as though they had filed their said claims
under the said Act of eighteen hundred and ninety-six.

SEC. 2. And be it enacted, That to avail themselves of the
provisions of this Act, it shall lie necessary for the said credi-
tors for whose benefit the said Act of eighteen hundred and
ninety-six is extended, to file their said claims with the Cir-
cuit Court for Washington County as a Court of Equity, on
or before September first, nineteen hundred, and to satisfy the
said court that they each come within the classes of credi-
tors mentioned herein, and for whose benefit the said Act of
eighteen hundred and ninety-six is hereby extended; and the
Clerk of said court is hereby required and directed to give
notice of the provisions of this Act and of the date fixed for
filing claims by weekly publications in each county in this
State through which said canal passes, prior to the first day
of July, nineteen hundred; the cost of said publication to be
paid as the said court may direct, and an assignee of any such
claim shall be entitled to the benefits of this Act upon proofs
of such claim as required of the creditor and also of the due
assignment thereof.
SEC. 3. And be it enacted, That this Act shall take effect
from the date of its passage.
