SEC. 3. And be it enacted, That said bonds, when issued,
shall be sold at the court-house door, in the city of Annapolis,
by the City Finance Commission and the Finance Committee
of the Permanent Improvement Commission of Annapolis,
said bonds to be sold to the highest bidder or bidders, in such
series and for such length of time, not exceeding fifty years,
as the Mayor, Counsellor and Aldermen of the City of
Annapolis and the Permanent Improvement Commission of
said city may determine, and the proceeds thereof to be de-
posited in the Farmers' National Bank of Annapolis, in the
name of the said Finance Commission and the Finance Com
mittee of the Permanent Improvement Commission, subject
to the joint order of the Mayor, Counsellor and Aldermen of
said city and said Permanent Improvement Commission.

How bonds
shall be sold.

SEC. 4. And be it enacted, That before the issuance of said
bonds the question of the issuance of said bonds shall be sub-
mitted to a vote of the duly registered voters and taxpayers
of the City of Annapolis, at a special election to be held in
said city at the Assembly Rooms, on the second Monday of
May, nineteen hundred; and the Mayor, Counsellor and
Aldermen of said city shall appoint the necessary judges and
clerks and shall furnish the necessary ballots for said election;
said ballots shall be of plain white paper, and shall have
printed upon the face a distinct reference to this Act and to
the ordinance hereinafter required to be passed by the Mayor,
Counsellor and Aldermen of said city, and upon said ballots
there shall be ruled a line of sufficient length to give a voter
a space to write upon said ballots, "For City Bonds" or
"Against City Bonds."

SEC 5. And be it enacted, That at said election any duly
registered voter or taxpayer of said city shall be entitled to
vote and to receive one official ballot, and immediately upon
receipt of same shall retire alone to one of the voting booths
and prepare the ballot, as follows: A person desiring to vote
for the issuance of such bonds shall, with an indelible pencil
to be furnished for that purpose, write upon said ballot, "For
City Bonds," and if desirous of voting against the issuance
of bonds, shall write upon said ballot, "Against City Bonds."
Any taxpayer of the city who shall declare to the judges of
said election that he or she is unable to write, or that by
reason of physical infirmity he or she is unable to prepare the
ballot, shall be entitled to call two of the judges to go into
the booth and assist in preparing the ballot by one of the
judges writing upon the same the words indicating the way
