commission or a majority of them shall report that, in their
judgment, that the said railroad is fully built, equipped and
operating as contemplated by this Act, then said County
Commissioners are authorized to issue said bonds and sub-
scribe to said capital stock, and not otherwise.

May sell stock.

SEC. 9. And be it enacted, That the said County Commis-
sioners of said county be and they are hereby authorized to
sell or pledge the shares of stock which may be subscribed for
at not less than their par value, and to apply the proceeds
thereof to the payment of said bonds and the interest thereon.

Authority to
vote stock.

SEC. 10. And be it enacted, That the County Commissioners
of said county, or a majority of them, are hereby authorized
and empowered either in person or by proxy to vote the stock
so to be subscribed for at any meeting of the stockholders of
the said company, under such conditions as the private stock-
holders may be authorized to vote their individual stock.

Act advertised

SEC. ii. And be it enacted, That this Act shall be advertised
' in the newspapers published in Anne Arundel County for two
months preceding the next election for members of the House
of Delegates, and be subject to the approval of a majority of
all the members elected to each House of the General Assembly
of Maryland at its next session after the passage of this Act,
and it is hereby made the duty and the said County Commis-
sioners of Anne Arundel County are hereby directed to have
this Act published as required by this section.

Special
election.

SEC. 12. And be it enacted, That for the information of the
General Assembly to be elected at the election mentioned in
the preceding section of this Act and of the County Commis-
sioners of Anne Arundel County, the sense of the qualified
and registered voters of Anne Arundel County as to whether
they desire that such subscription to the stock of said railroad
should be authorized under the terms and conditions in this
Act set forth, shall be taken at a special election which shall
be held in the said County of Anne Arundel on the third
Monday in May, nineteen hundred.

How election
shall be held.

SEC. 13. And be it enacted, That said special election shall
be held under the supervision of the Board of Supervisors of
Elections for Anne Arundel County, and shall in all respects
be governed by the general laws of this State relating to elec-
tions, except as otherwise provided by this Act; and the said
Supervisors of Elections shall have prepared the necessary
ballots for said election, said ballots to be printed on plain
white paper, and there shall be two sets of ballots for each
